Assuming you are running a 1.1.x server, you can limit the number of townsfolk by adjusting the value of MAX_TOWNIES in the server configuration file (mangband.cfg).

Actually these days probably the most common place *Identify* is found is in player owned stores. But other than those, just in the dungeon and in 7, yes.

The reason you haven't found a simple list of stat limits is because it's slightly more complicated than that. Maximum stat values are effected by race, class and the "maximise mode" player option. Also bear in mind that stats can be raised beyond the class/race (natural) maximum using magical items...

So resists stack across different origins, so to speak? You can combine Items and spells/potions and activated abilities to get better resists - but not by wearing two items with the same. Equipping/unequipping whilst watching the character resist stats won't show you resists for an item which are hidden. I'm not sure there is a "best" way to get resistances, a resistance is a resistance no matter which item grants it. Specifically the suggestion is to have items decay over time. This won't mean there aren't any corpses to stumble across, it's just a sensible way to help tidy up over time.
