Drop arts at any depth

In Ironman, if you are partying and find an artifact out of depth, it may be impossible to give it to the person who needs it most. If the server cfg file lists the server as ironman, art drop restrictions should be removed.
This could also be fixed through the item trading system which i have heard being consitered before, which could allow for art trading under specific situations.
