Cumulative effects should add less depending on how much you're already confused.

Probably someone got breathed at a dozen times by a giant bronze dragonfly before they managed to squash it, and came up with this idea while waiting a few minutes to be unconfused..
I think they mean that if the first breath confuses you for 100 turns, then then 2nd one should only add an extra say 50 turns on top of that, and the 3rd even less, rather than another 100 turns of confusion with each breath.
Timing issues like this are more important in a realtime version (i.e. mangband), since people get bored waiting a long time.. in angband you could simply press rest until cured, which happens almost instantly as far as the player is concerned.
