So, what if I die and my ghost is destroyed, but all my equipment is recovered.  Does any new character I create get to keep the old equipment, even though it's way too powerful for a character of that level, normally?

No, you shouldn't get it.  Check rule 1 in the Mangband.org rules post in General Discussion.
